Nu ne afl\u0103m nici \u00eentr-o democra\u021bie liberal\u0103 consolidat\u0103, nici \u00eentr-un regim autoritar clasic, ci \u00eentr-un <strong>regim hibrid<\/strong>, \u00een care puterea se exercit\u0103 prin aranjamente informale, compromisuri opace \u0219i improviza\u021bii permanente.<\/p>\n\n\n\n<p>\u00cen acest tip de regim, guvernarea nu se face prin politici publice coerente, ci prin <strong>\u0219men\u0103rii<\/strong> \u2013 combina\u021bii tactice menite s\u0103 conserve controlul, s\u0103 evite asumarea \u0219i s\u0103 am\u00e2ne costurile reale.<\/p>\n\n\n\n<p><strong>1. \u0218menul stabilit\u0103\u021bii politice: coali\u021bia ca pact de neatingere<\/strong><\/p>\n\n\n\n<p>Cel mai vizibil \u0219men este cel al <strong>stabilit\u0103\u021bii mimate<\/strong>. Coali\u021bia de guvernare PSD\u2013PNL-UDMR-USR, justificat\u0103 public prin nevoia de predictibilitate \u00eentr-un context regional dificil, a func\u021bionat \u00een realitate ca un <strong>pact de neagresiune politic\u0103<\/strong>, nu ca un instrument de reform\u0103.<\/p>\n\n\n\n<p>Consecin\u021bele sunt cuantificabile:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>lipsa reformei administra\u021biei centrale \u0219i locale;<\/li>\n\n\n\n<li>am\u00e2narea sistematic\u0103 a reformelor asumate prin <strong>PNRR<\/strong> (pensiile speciale, salarizarea unitar\u0103, managementul companiilor de stat);<\/li>\n\n\n\n<li>transformarea Parlamentului \u00eentr-un <strong>organ de ratificare<\/strong>, nu de control.<\/li>\n<\/ul>\n\n\n\n<p>Stabilitatea nu a fost folosit\u0103 pentru a consolida statul, ci pentru a <strong>\u00eenghe\u021ba competi\u021bia politic\u0103 real\u0103<\/strong>.<\/p>\n\n\n\n<p><strong>2. \u0218menul responsabilit\u0103\u021bii colective: nimeni nu r\u0103spunde, to\u021bi decid<\/strong><\/p>\n\n\n\n<p>Un element central al regimului hibrid este <strong>evaporarea responsabilit\u0103\u021bii politice<\/strong>. E\u0219ecurile majore nu mai produc consecin\u021be individuale.<\/p>\n\n\n\n<p>Exemplele sunt recurente:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>gestionarea defectuoas\u0103 a crizelor din s\u0103n\u0103tate \u0219i educa\u021bie f\u0103r\u0103 demisii relevante;<\/li>\n\n\n\n<li>decizii strategice cu impact bugetar major luate prin <strong>ordonan\u021be de urgen\u021b\u0103<\/strong>, f\u0103r\u0103 asumare parlamentar\u0103 real\u0103;<\/li>\n\n\n\n<li>rota\u021bia mini\u0219trilor \u00eentre portofolii, indiferent de performan\u021b\u0103.<\/li>\n<\/ul>\n\n\n\n<p>Responsabilitatea este diluat\u0103 deliberat \u00een formule precum \u201edecizie de coali\u021bie\u201d, \u201econtext dificil\u201d sau \u201emo\u0219tenire institu\u021bional\u0103\u201d. Este un \u0219men clasic: <strong>incompeten\u021ba protejat\u0103 prin anonimat colectiv<\/strong>.<\/p>\n\n\n\n<p><strong>3. \u0218menul reformei simulate: mult\u0103 procedur\u0103, pu\u021bine rezultat<\/strong>e<\/p>\n\n\n\n<p>Rom\u00e2nia este campioan\u0103 la <strong>reforme declarative<\/strong>. Strategii na\u021bionale, planuri multianuale, foi de parcurs \u2013 toate coexist\u0103 cu o capacitate redus\u0103 de implementare.<\/p>\n\n\n\n<p>PNRR este exemplul cel mai clar:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>jaloane negociate, dar \u00eent\u00e2rziate;<\/li>\n\n\n\n<li>reforme \u201eajustate\u201d legislativ pentru a nu afecta interesele de sistem;<\/li>\n\n\n\n<li>legi adoptate formal, dar golite de con\u021binut prin norme metodologice sau excep\u021bii ulterioare.<\/li>\n<\/ul>\n\n\n\n<p>Reforma devine astfel un <strong>proces birocratic f\u0103r\u0103 finalitate<\/strong>, un \u0219men procedural care satisface temporar partenerii externi, dar nu schimb\u0103 realitatea intern\u0103.<\/p>\n\n\n\n<p><strong>4. \u0218menul expertizei decorative: consultare f\u0103r\u0103 influen\u021b\u0103<\/strong><\/p>\n\n\n\n<p>Regimul hibrid rom\u00e2nesc nu respinge expertiza; o <strong>instrumentalizeaz\u0103<\/strong>. Consilii consultative, grupuri de lucru \u0219i rapoarte de specialitate sunt invocate frecvent, dar rareori influen\u021beaz\u0103 decizia final\u0103.<\/p>\n\n\n\n<p>Institu\u021bional:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>avizele critice sunt ignorate;<\/li>\n\n\n\n<li>analiza de impact este formal\u0103;<\/li>\n\n\n\n<li>exper\u021bii incomozi sunt exclu\u0219i discret din circuitul decizional.<\/li>\n<\/ul>\n\n\n\n<p>Expertiza nu este integrat\u0103 \u00een guvernare, ci folosit\u0103 ca <strong>acoperire intelectual\u0103<\/strong> pentru decizii politice deja luate.<\/p>\n\n\n\n<p><strong>5. \u0218menul securitar: invocarea amenin\u021b\u0103rii pentru a evita reforma<\/strong><\/p>\n\n\n\n<p>Contextul de securitate regional\u0103 este real \u0219i grav. Problema apare atunci c\u00e2nd acesta este folosit pentru a <strong>suspenda orice dezbatere intern\u0103<\/strong>.<\/p>\n\n\n\n<p>Sub pretextul securit\u0103\u021bii:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>se evit\u0103 reforma sectorului public;<\/li>\n\n\n\n<li>se justific\u0103 opacitatea decizional\u0103;<\/li>\n\n\n\n<li>se stigmatizeaz\u0103 critica drept \u201eiresponsabil\u0103\u201d sau \u201edestabilizatoare\u201d.<\/li>\n<\/ul>\n\n\n\n<p>Este un \u0219men periculos: securitatea real\u0103 depinde de <strong>institu\u021bii func\u021bionale<\/strong>, nu de t\u0103cere politic\u0103.<\/p>\n\n\n\n<p><strong>6. \u0218menul geopolitic: loialitate strategic\u0103 f\u0103r\u0103 capacitate intern\u0103<\/strong><\/p>\n\n\n\n<p>Rom\u00e2nia mizeaz\u0103 pe statutul de aliat loial \u00een NATO \u0219i UE ca pe un <strong>certificat de bun\u0103 purtare<\/strong>. Loialitatea este real\u0103, dar a fost transformat\u0103 \u00eentr-un substitut pentru performan\u021ba intern\u0103.<\/p>\n\n\n\n<p>Partenerii externi tolereaz\u0103:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>reforme incomplete;<\/li>\n\n\n\n<li>stat de drept selectiv;<\/li>\n\n\n\n<li>institu\u021bii slabe,<\/li>\n<\/ul>\n\n\n\n<p>at\u00e2t timp c\u00e2t Rom\u00e2nia r\u0103m\u00e2ne predictibil\u0103 strategic. Este un \u0219men cu termen limit\u0103: <strong>sl\u0103biciunea intern\u0103 erodeaz\u0103 inevitabil credibilitatea extern\u0103<\/strong>.<\/p>\n\n\n\n<p><strong>7. Concluzie: \u0219menul ca limit\u0103 a regimului hibrid<\/strong><\/p>\n\n\n\n<p>\u0218men\u0103riile func\u021bioneaz\u0103 doar \u00eentr-un mediu cu presiune sc\u0103zut\u0103 \u0219i r\u0103bdare extern\u0103. Pe m\u0103sur\u0103 ce crizele se suprapun \u2013 bugetare, sociale, strategice \u2013 improviza\u021bia devine insuficient\u0103.<\/p>\n\n\n\n<p>Regimurile hibride nu se pr\u0103bu\u0219esc prin revolu\u021bii, ci prin <strong>uzur\u0103 institu\u021bional\u0103<\/strong>.
