Prin urmare, raportul dintre declara\u021biile publice, lupta politic\u0103 \u0219i rezultatul legislativ efectiv r\u0103m\u00e2ne unul departe de a fi clar \u0219i concludent.<\/p>\n\n\n\n<p><strong>Abandonarea reformei reale: de ce salarizarea \u0219i pensiile privilegiate nu vor fi corectate<\/strong><\/p>\n\n\n\n<p>Dup\u0103 mai bine de un deceniu de promisiuni politice repetate, devine tot mai evident c\u0103 <strong>Guvernul \u0219i clasa politic\u0103 nu \u00ee\u0219i asum\u0103 corectarea real\u0103 a salariz\u0103rii \u0219i pensiilor din zonele privilegiate ale statului<\/strong>. De fiecare dat\u0103 c\u00e2nd presiunea public\u0103 cre\u0219te, discursul se mut\u0103 temporar asupra magistra\u021bilor sau a \u201epensiilor speciale\u201d, \u00eens\u0103 f\u0103r\u0103 finalitate legislativ\u0103 clar\u0103.<\/p>\n\n\n\n<p>\u00cen realitate, <strong>nu exist\u0103 voin\u021b\u0103 politic\u0103<\/strong> pentru a atinge nucleul dur al problemei:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>salarizarea dispropor\u021bionat\u0103 din Justi\u021bie,<\/li>\n\n\n\n<li>pensiile de serviciu ale magistra\u021bilor,<\/li>\n\n\n\n<li>pensiile \u0219i indemniza\u021biile speciale ale clasei politice,<\/li>\n\n\n\n<li>re\u021belele de sinecuri din agen\u021bii, autorit\u0103\u021bi \u0219i companii de stat.<\/li>\n<\/ul>\n\n\n\n<p>Aceste categorii sunt profund interconectate cu decizia politic\u0103 \u0219i beneficiaz\u0103 de <strong>mecanisme de autoprotec\u021bie legislativ\u0103<\/strong>, inclusiv prin influen\u021b\u0103 institu\u021bional\u0103 \u0219i control indirect asupra procesului normativ.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Magistra\u021bi, politicieni \u0219i sinecuri: zonele \u201eintangibile\u201d ale statului<\/strong><\/p>\n\n\n\n<p>\u00cen ciuda declara\u021biilor publice ferme, experien\u021ba ultimilor ani arat\u0103 c\u0103 <strong>magistra\u021bii \u0219i politicienii r\u0103m\u00e2n \u00een afara oric\u0103rei reforme autentice<\/strong>. Modific\u0103rile anun\u021bate sunt fie diluate prin perioade de tranzi\u021bie excesiv de lungi, fie invalidate procedural, fie abandonate complet sub pretextul riscurilor constitu\u021bionale.<\/p>\n\n\n\n<p>\u00cen paralel:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>pensiile magistra\u021bilor r\u0103m\u00e2n la niveluri record<\/strong>,<\/li>\n\n\n\n<li><strong>salariile din Justi\u021bie continu\u0103 s\u0103 fie decuplate de realit\u0103\u021bile economice<\/strong>,<\/li>\n\n\n\n<li><strong>indemniza\u021biile politice \u0219i pensiile speciale ale ale\u0219ilor<\/strong> sunt men\u021binute sub diverse forme,<\/li>\n\n\n\n<li><strong>agen\u021biile guvernamentale<\/strong> continu\u0103 s\u0103 ad\u0103posteasc\u0103 func\u021bii bine pl\u0103tite, slab justificate, f\u0103r\u0103 criterii clare de performan\u021b\u0103.<\/li>\n<\/ul>\n\n\n\n<p>Aceste zone sunt tratate ca <strong>\u201elinii ro\u0219ii\u201d<\/strong>, de care Guvernul se apropie declarativ, dar de care se retrage sistematic \u00een momentul deciziei.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Sacrificiul recurent: MApN, MAI \u0219i structurile operative<\/strong><\/p>\n\n\n\n<p>\u00cen lipsa curajului politic de a reforma zonele privilegiate, <strong>corec\u021biile bugetare sunt transferate, aproape reflex, c\u0103tre sistemele care nu pot riposta politic<\/strong>:<br>Ministerul Ap\u0103r\u0103rii Na\u021bionale, Ministerul Afacerilor Interne, structurile operative \u0219i, uneori, sistemul educa\u021bional.<\/p>\n\n\n\n<p>Cre\u0219terea v\u00e2rstei de pensionare pentru militari \u0219i poli\u021bi\u0219ti este prezentat\u0103 ca m\u0103sur\u0103 de echitate, \u00eens\u0103 <strong>f\u0103r\u0103 a \u021bine cont de specificul profesiilor<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>uzura fizic\u0103 \u0219i psihic\u0103 accelerat\u0103,<\/li>\n\n\n\n<li>restr\u00e2ngerea drepturilor civile,<\/li>\n\n\n\n<li>riscurile permanente asociate activit\u0103\u021bii,<\/li>\n\n\n\n<li>incompatibilitatea cu alte forme de venit.<\/li>\n<\/ul>\n\n\n\n<p>Astfel, <strong>MApN \u0219i MAI devin din nou \u201ezona de ajustare\u201d a bugetului<\/strong>, \u00een timp ce adev\u0103ratele surse de inechitate r\u0103m\u00e2n neatinse.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Un tipar politic repetitiv, nu o reform\u0103<\/strong><\/p>\n\n\n\n<p>Aceast\u0103 abordare nu mai poate fi considerat\u0103 o coinciden\u021b\u0103. Ea reprezint\u0103 un <strong>tipar politic<\/strong>:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>se anun\u021b\u0103 reforme \u201ecurajoase\u201d,<\/li>\n\n\n\n<li>se creeaz\u0103 tensiune mediatic\u0103 \u00een jurul magistra\u021bilor,<\/li>\n\n\n\n<li>se evit\u0103 adoptarea unor legi clare \u0219i aplicabile,<\/li>\n\n\n\n<li>se mut\u0103 povara pe umerii structurilor disciplinate \u0219i t\u0103cute,<\/li>\n\n\n\n<li>se declar\u0103 \u201eresponsabilitate bugetar\u0103\u201d.<\/li>\n<\/ol>\n\n\n\n<p>Rezultatul este un <strong>dezechilibru structural tot mai mare<\/strong>, \u00een care statul cere sacrificii exact de la cei care asigur\u0103 siguran\u021ba, ordinea \u0219i func\u021bionarea de baz\u0103 a institu\u021biilor.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Consecin\u021bele pe termen mediu \u0219i lung<\/strong><\/p>\n\n\n\n<p>Men\u021binerea acestui model va produce efecte previzibile:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>sc\u0103derea atractivit\u0103\u021bii carierei militare \u0219i de ordine public\u0103,<\/li>\n\n\n\n<li>accelerarea ie\u0219irilor din sistem,<\/li>\n\n\n\n<li>demoralizare institu\u021bional\u0103,<\/li>\n\n\n\n<li>pierderea capitalului uman format \u00een ani de investi\u021bii publice,<\/li>\n\n\n\n<li>cre\u0219terea ne\u00eencrederii cet\u0103\u021benilor \u00een stat \u0219i \u00een ideea de echitate.<\/li>\n<\/ul>\n\n\n\n<p>Un stat care <strong>protejeaz\u0103 privilegiile \u0219i penalizeaz\u0103 disciplina<\/strong> \u00ee\u0219i submineaz\u0103 propria stabilitate.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Concluzie: f\u0103r\u0103 curaj politic, \u201edeja-vu-ul\u201d va continua<\/strong><\/p>\n\n\n\n<p>F\u0103r\u0103 o <strong>Lege a salariz\u0103rii unitare<\/strong>, aplicat\u0103 f\u0103r\u0103 excep\u021bii, \u0219i f\u0103r\u0103 o <strong>reform\u0103 real\u0103 a pensiilor speciale<\/strong>, Rom\u00e2nia va continua s\u0103 repete acela\u0219i ciclu: declara\u021bii ferme, m\u0103suri incomplete \u0219i sacrificii direc\u021bionate gre\u0219it.
