Pentru c\u0103 <strong>nu exist\u0103 bani<\/strong> pentru aplicarea ei<\/h2>\n\n\n\n<p>O lege a salariz\u0103rii unitare nu poate reduce salarii, ci doar rea\u0219az\u0103 grila, eventual plafoneaz\u0103 sau uniformizeaz\u0103.<br>Dar <strong>\u00een practic\u0103<\/strong>, orice lege nou\u0103 produce:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>major\u0103ri pentru unele familii ocupa\u021bionale;<\/li>\n\n\n\n<li>drepturi tranzitorii;<\/li>\n\n\n\n<li>indemniza\u021bii de echilibrare.<\/li>\n<\/ul>\n\n\n\n<p>Guvernele \u0219tiu foarte bine c\u0103 o lege nou\u0103 ar costa <strong>miliarde<\/strong>, iar ministerul de finan\u021be nu poate sus\u021bine impactul. De aceea a fost am\u00e2nat\u0103 <strong>din 2017 p\u00e2n\u0103 azi<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\u2757 2. Pentru c\u0103 ar \u00eenchide \u201erobinetul privilegiilor\u201d<\/h2>\n\n\n\n<p>O lege unitar\u0103 real\u0103 ar elimina:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>sporurile arbitrare,<\/li>\n\n\n\n<li>grilele paralele,<\/li>\n\n\n\n<li>indemniza\u021biile ascunse,<\/li>\n\n\n\n<li>diferen\u021bele uria\u0219e \u00eentre institu\u021bii cu atribu\u021bii similare,<\/li>\n\n\n\n<li>schemele umflate de personal.<\/li>\n<\/ul>\n\n\n\n<p>Asta \u00eenseamn\u0103 \u201edu\u0219mani\u201d politici \u00een toate institu\u021biile.<br><strong>Niciun guvern nu vrea s\u0103-\u0219i antagonizeze armate \u00eentregi de bugetari privilegia\u021bi.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\u2757 3. Pentru c\u0103 sistemul bugetar este fragmentat \u0219i dominat de \u201elobby-uri institu\u021bionale\u201d<\/h2>\n\n\n\n<p>Magistra\u021bii, ANAF, Casa Na\u021bional\u0103 de Pensii, S\u0103n\u0103tatea, Educa\u021bia, Serviciile, structurile de for\u021b\u0103 \u2014 fiecare are propriul mecanism intern de influen\u021b\u0103.<br>Orice tentativ\u0103 de uniformizare este imediat blocat\u0103, amendat\u0103 sau compromis\u0103.<br>Rezultatul: <strong>fiecare minister negociaz\u0103 pentru el<\/strong>, nu pentru bugetul statului.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\u2757 4. Pentru c\u0103 politicienii se tem de costul electoral<\/h2>\n\n\n\n<p>O lege unitar\u0103 ar \u00eensemna, inevitabil:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00eenghe\u021b\u0103ri,<\/li>\n\n\n\n<li>limit\u0103ri,<\/li>\n\n\n\n<li>dispari\u021bia unor sporuri,<\/li>\n\n\n\n<li>echilibrare real\u0103 \u00eentre familiile ocupa\u021bionale.<\/li>\n<\/ul>\n\n\n\n<p>Pe rom\u00e2ne\u0219te: <strong>nemul\u021bumire \u00een mas\u0103<\/strong>.<br>Niciun guvern aflat \u00een an electoral sau cu un parlament fragil nu \u00ee\u0219i asum\u0103 a\u0219a ceva.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\u2757 5. Pentru c\u0103 statul rom\u00e2n func\u021bioneaz\u0103 de ani de zile prin excep\u021bii, derog\u0103ri \u0219i ordonan\u021be pompieristice<\/h2>\n\n\n\n<p>Legea 153\/2017 prevedea clar:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>aplicare integral\u0103 p\u00e2n\u0103 \u00een 2022;<\/li>\n\n\n\n<li>eliminarea haosului salarial;<\/li>\n\n\n\n<li>predictibilitate.<\/li>\n<\/ul>\n\n\n\n<p>Ce s-a \u00eent\u00e2mplat?<br>S-au dat <strong>peste 90 de ordonan\u021be<\/strong> care au modificat-o, suspendat-o sau am\u00e2nat-o.<br>Este practic imposibil de aplicat coerent f\u0103r\u0103 s\u0103 fie rescris\u0103 de la zero.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\u2757 6. Pentru c\u0103 o lege unitar\u0103 poate afecta direct anumite grupuri \u201eintangibile\u201d<\/h2>\n\n\n\n<p>Guvernele fug de conflictul cu:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>magistra\u021bii,<\/li>\n\n\n\n<li>serviciile,<\/li>\n\n\n\n<li>medici,<\/li>\n\n\n\n<li>colectori de taxe,<\/li>\n\n\n\n<li>managementul companiilor de stat.<\/li>\n<\/ul>\n\n\n\n<p>Orice limitare a veniturilor lor = procese, proteste, blocaj institu\u021bional.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\u2757 7. Pentru c\u0103 odat\u0103 adoptat\u0103, ar expune toate abuzurile salariale din institu\u021bii<\/h2>\n\n\n\n<p>\u0218i nimeni nu vrea lumin\u0103 pe:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>salarii de 30\u201340.000 lei \u00een institu\u021bii obscure,<\/li>\n\n\n\n<li>sporuri inventate,<\/li>\n\n\n\n<li>func\u021bii dubioase,<\/li>\n\n\n\n<li>diferen\u021be de 500% \u00eentre posturi similare,<\/li>\n\n\n\n<li>indemniza\u021bii mascate \u00een titluri ciudate.<\/li>\n<\/ul>\n\n\n\n<p>O lege unitar\u0103 ar obliga la <strong>transparen\u021b\u0103 real\u0103<\/strong>, iar asta sperie pe mul\u021bi.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">\u27a4 Concluzie<\/h1>\n\n\n\n<p><strong>Nu se adopt\u0103 o nou\u0103 lege a salariz\u0103rii unitare pentru c\u0103 ar obliga statul s\u0103 devin\u0103 corect, transparent \u0219i responsabil.<\/strong><\/p>\n\n\n\n<p>Iar politicienii, administra\u021bia \u0219i institu\u021biile cu beneficii uria\u0219e nu vor asta.<br>Nu din lips\u0103 de \u0219tiin\u021b\u0103 \u2014 ci din lips\u0103 de curaj.<\/p>","protected":false},"excerpt":{"rendered":"<p>\ud83d\udcac De ce nu se adopt\u0103 o nou\u0103 lege a salariz\u0103rii unitare? Simplu: pentru c\u0103 ar pune ordine acolo unde prea mul\u021bi tr\u0103iesc din haos.<br \/>\n\u00cen Rom\u00e2nia, problema nu sunt doar pensiile speciale sau diferen\u021bele uria\u0219e de venituri din sectorul public. Problema real\u0103 este c\u0103 nu exist\u0103 voin\u021b\u0103 politic\u0103 pentru o lege care s\u0103 rea\u0219eze \u00eentregul sistem de salarizare pe baze corecte, transparente \u0219i sustenabile.<br \/>\nDe ce? Pentru c\u0103 o astfel de lege ar \u00eenchide \u201erobinetul privilegiilor\u201d din foarte multe institu\u021bii. Ar elimina sporuri inventate, ar plafona salarii umflate artificial, ar reduce discrepan\u021bele scandaloase \u0219i ar face ordine \u00eentr-un sistem construit pe excep\u021bii \u0219i derog\u0103ri.<br \/>\n\u0218i aici apare blocajul: nimeni nu vrea s\u0103 supere grupurile puternice din sistemul bugetar \u2014 nici politicienii, nici guvernul, nici parlamentul.<br \/>\nAdev\u0103rul e c\u0103 o lege real\u0103 a salariz\u0103rii unitare ar scoate la lumin\u0103 tot ce acum e ascuns: salarii de 30\u201340.000 lei, func\u021bii create artificial, sporuri f\u0103r\u0103 logic\u0103 \u0219i diferen\u021be de 500% \u00eentre posturi similare. Ar obliga statul s\u0103 fie responsabil \u0219i eficient.<br \/>\nOri tocmai asta se evit\u0103 de ani de zile.<br \/>\n\ud83d\udcc9 F\u0103r\u0103 o lege unitar\u0103, vom continua s\u0103 tr\u0103im \u00eentr-un sistem \u00een care unii au salarii mai mari dec\u00e2t mini\u0219trii, iar al\u021bii sunt pl\u0103ti\u021bi sub demnitatea muncii.<br \/>\n\ud83c\udfdb Iar politicienii vor continua s\u0103 gestioneze via\u021ba bugetar\u0103 cu ordonan\u021be, improviza\u021bii \u0219i \u201ederog\u0103ri\u201d \u2014 nu cu principii \u0219i reguli clare.<br \/>\nRom\u00e2nia are nevoie urgent\u0103 de o lege a salariz\u0103rii unitare. Dar pentru asta e nevoie de curaj.
